ALBANY, N.Y. (WRGB) — A recent audit by New York State Comptroller Tom DiNapoli’s office has highlighted significant issues with access to preschool special education services across the state. The audit, which reviewed school districts from July 2018 to January 2023, aimed to ensure children who need special education are receiving the support required by law.
The findings show a continued shortage of staff, especially in special education, and suggest that preschool students may not be receiving the necessary services within the mandated time frame. In some cases, children may not be receiving services at all.
Of the 550 school districts surveyed, 83% reported having waitlists for preschool special education services. The audit also revealed that the State Education Department (NYSED) does not have a clear understanding of how many preschool special education students are enrolled or the services they are receiving.
To address these concerns, the Comptroller’s office has recommended that NYSED develop a plan to tackle the shortage of services.
