As the new school year begins, education in Latvia remains optional for children displaced from Ukraine. Although the Ministry of Education and Science has made attempts to make schooling mandatory, the initiative has not yet been implemented.
Since Russia invaded Ukraine two years ago, Latvia has faced challenges in helping displaced children integrate into its education system. Ukrainian families have several options: they can enroll their children in Latvian schools, continue their education online through Ukrainian programs, or use a mix of both. Many parents prefer online education, as they are uncertain about their long-term plans in Latvia and may wish to return to Ukraine. However, this choice can hinder children’s social integration, as it limits their interactions with local peers, increasing the risk of social isolation.
The Latvian government lacks precise data on how many displaced children are currently living in the country. This is partly because many Ukrainian families change their contact information after registering with local municipalities, making it difficult for authorities to follow up on their educational needs.
Earlier this summer, the Ministry of Education and Science announced a plan to make schooling mandatory for Ukrainian children by September 1, 2024. However, a lack of clear communication regarding this decision led to confusion, and the proposal was not approved in time for the new school year. NGOs assisting Ukrainian families in Latvia have suggested January 1, 2025, as an alternative start date for this requirement. This timeline would allow parents adequate time to enroll their children in local schools and prepare for education in Latvian. As of now, the Ministry has not shared any further plans on this matter.
