Supporters Claim ECCA Will Broaden Education Options for Families

WARREN — As the new school year began, a press conference was held on August 28 at Regina High School to discuss a federal bill aimed at expanding educational choices for families.

Bill No. 531, known as the Educational Choice for Children Act (ECCA), was introduced last year and is currently under review by the Committee on Ways and Means.

Supporters of the bill include the Invest in Education Coalition, U.S. Rep. John James, R-Shelby Township, and Beth DeShone, executive director of the Great Lakes Education Project. These advocates argue that the bill will allow K-12 parents to choose the best educational options for their children.

“The purpose of this bill is to help families who face barriers at the state level access resources that broaden their educational options,” said Greg Brock, a senior advisor with the Invest in Education Coalition.

If passed, Bill No. 531 will provide K-12 scholarships funded through private donations. These scholarships will cover essential educational expenses such as tuition, tutoring, and special needs services for students in public, private, charter, and homeschooling settings.

“This bill offers a significant opportunity to enhance education in Michigan by providing families with additional support,” DeShone said. “It would help families pay for tuition, tutoring, and other educational enrichments that are crucial for their children’s success.”

The ECCA would also introduce a new tax credit for individuals and corporations who make charitable contributions to organizations providing scholarships to elementary and secondary school students. To qualify, families must have incomes no greater than 300% of the area median income and be eligible for public school enrollment.

The bill stipulates that any scholarship funds used for elementary or secondary education expenses will not count as taxable income for dependents. Additionally, it prevents government control over scholarship-granting organizations.

Anthony J. de Nicola, chairman of the Invest in Education Coalition, expressed his support for the bill, noting his own background in Catholic schooling and his desire for other families to have similar opportunities.

Co-sponsor Rep. James emphasized that the bill aims to increase education freedom by offering $10 billion in annual tax credits for expenses like textbooks, tuition, and supplies. He highlighted concerns about rising mental health issues and the need for quality education.

“Mental health problems are increasing due to a lack of hope among generations. Quality education is a fundamental right, and we must protect it,” said James, a Brother Rice High School graduate. “Every child should have the opportunity to succeed, regardless of their background. By giving parents a choice, we give children a chance.”

Sterling Heights parent Michelle Smith, who has two children in a private Christian school, supports the bill as it could help families who find private schooling financially challenging.

“We believe in giving our kids the best start possible, and this bill would help families who want a faith-based education but can’t afford it,” Smith said.

However, Eastpointe Community Schools Superintendent Christina Gibson opposes the ECCA, arguing that vouchers and tax credits do not improve student outcomes.

“Vouchers often benefit wealthier families rather than addressing the needs of all students,” Gibson said. “Research shows that voucher systems can negatively impact student performance more than disruptions like the COVID-19 pandemic or natural disasters.”

Gibson has contacted James’ office with her concerns.

“Instead of competing for students, we should unite to support communities and strengthen public education,” Gibson added. “We know that having highly qualified, well-trained, and well-compensated teachers is key to student success. Voucher systems often favor families who already attend private schools.”
